Jeff Higgins is an economist with 9 years of experience working on federal and state environmental policy. Jeff worked as a consultant at Abt Global from 2016-2024, where he predominately supported the US EPA on federal rulemaking under TSCA (Toxic Substances Control Act).
Specifically, Jeff led the development of cost-benefit regulatory impact analyses on multiple major TSCA Section 6 actions, including Carbon Tetrachloride and Persistent Bioaccumulative Toxins. Jeff also contributed to regulatory impact analyses for a wider range of chemicals, such as PFAS, HBCD, Lead, Methylene Chloride, and Asbestos.
As of November 2025, Jeff works for the Washington State Department of Ecology as a Senior Market Monitor for the state’s Carbon Cap and Invest Program. Jeff has an MSc in Economics from Tufts University and a BA in Philosophy from Bates College. Jeff lives in Seattle with his spouse and newborn son.
