Letter to President Biden: Impose Carbon Fees Without Delay

Published

In January 2021, Dr. James E. Hansen, director of the program in Climate Science, Awareness and Solutions, and Dan Galpern, legal and policy adviser to Dr. Hansen and also General Counsel of CPR Initiative, wrote to President Biden urging him to impose a revenue-neutral carbon fee on oil, gas and coal. This can be done, they observed, under the President’s existing statutory authority. Their idea, if adopted by the Administration, could serve as an important centerpiece of a suite of actions that the US might undertake prior to COP26, that is, the 26th Conference of the Parties to the United Nations Framework Convention on Climate Change now slated for Glasgow, Scotland from Nov. 1-14, 2021.
